Plan for the disposal of New York's sewage. It is proposed to carry a large part of the sewage by a tunnel 10 feet in diameter under the lower bay to an artificial island three miles offshore, where the solids will be removed and taken out to sea in tank steamers and the liquids will be rendered harmless before being discharged.
